evolvinglevel is in the db download just after UNKNOWN79. evolvinglevel is not accurate (check ids 56992-56996). They are evolvinglevel (1-5) respectively. They are also evolvingmax 5, and evolvingid 1440.

This is looking good now, we just need the items submitting when it shows the level in the packet. I also changed the approval process for existing items so we shouldnt see any flips.
